Version 3.0 reference harmonics differ from Version 2.0 in several
values.  For example, the values of body b6 and b10 have been reduced,
while db4, sig(b6), db10, and sig(b10) have increased.

The values for Lead-End and Return-End have been tentatvely determined
with a combination of measured values and a new calculation.  The
calculated b6 and b10 in the new calculation indicate much smaller
numbers than 1 unit.m, but we still keep conservative numbers.  The
length of the return end is now listed as 0.3 [m].

Quoted harmonic values are given in "units" of 10^-4 of the main quadrupole
field at 17 mm reference radius.  

European convention: b2 is quadrupole!

Magnetic length of the straight section:
  Q1/Q3:     L = 6.3 [m] - L(lead end) - L(return end)
  Q2a/Q2b:   L = 5.5 [m] - L(lead end) - L(return end)
where L(lead end) = 0.45 [m], and L(return end) = 0.3 [m].
